Vahe Tashjian
Managing Director

Vahe is the principal and Managing Director of Dutchints Development. He established the company to be a full-service development firm with a concentration on high-end single family residential development. Over the past twelve years, Vahe has developed real estate up and down the Peninsula.

Seong Chan
Chief Financial Officer

As Chief Financial Officer, Seong works closely with the Managing Director and team members to deliver strong financial returns to our investors by minimizing our costs in each project. Seong is a Certified Public Accountant and QuickBooks Certified Proadvisor. Seong has five years of auditing experience with Ernst & Young and Arthur Andersen, and over twenty years of Chief Financial Officer experience. She has also done consulting work for various companies in the real estate sector.

Seong has degrees in both Accounting and Business Administration from Hong Kong Polytechnic University.

Joe Arkoussian
Director Of Operations

Joe is one of the co-founders of the company and helped establish the company from day one. He oversees all operations starting with initial acquisitions, design concepts, hire/oversee/manage/negotiates all General Contractors & Subcontractors, as well vendors. Lastly, he is a primary decision maker for all finishes. Joe is a longtime native of the Bay Area, and previously worked for two fortune 500 companies. He has also worked as a Senior Business Consultant & Soft Skills professional, an Executive Manager, a CEO & Owner, and a Financial Analyst.

Joe received a degree in Business Marketing & Management from San Jose State University.

Michael J. Zugar
Director of Finance

Michael is responsible for placing the debt and equity for projects. Michael has been active in the real estate industry since 1996. Delivering exceptional customer service to his clients through home purchases and investment acquisitions. Having an extensive knowledge of both the wholesale and retail side of the business, Michael has been able to provide creative and apprehensive vehicles to achieve desired goals for his clients.

Michael holds a Brokers License and National Mortgage Licensing license

Karl E. Foster, Esq.
General Counsel

Karl is responsible for advising senior management on legal implications of business activities, protection and enforcement of legal rights and minimization of liability exposure. Karl has been practicing law since 2001. He has 18 years of transactional legal experience representing clients in business, real estate and secured finance transactions. Karl brings a broad amount of real estate law experience to Dutchints Development, including advising clients on the acquisition, sale, leasing, financing and development of real property, and forming, structuring and advising various business entities, including corporations, limited liability companies, partnerships and joint ventures in connection with real estate projects.

Karl received a B.A in Earth Science from the University of California, Berkeley. He also received a Juris Doctorate , in law from Santa Clara University School of Law. Karl also holds a High Technology Law Certificate and is Licensed in California (2001) and Texas (2016).

Keith Kolker
Vice President of Construction

Keith is responsible for managing the Construction building Department. Keith also builds projects that Dutchints Development will self-perform, and he works as owner’s representative on projects that are built by General Contractors. Lastly, Keith works on the Entitlement team to develop and get entitlements for future projects. Prior to joining Dutchints Development Keith has 34 years of experience at Landmark Development. He was responsible for working on the entitlement team with the Architects or Civil Engineers to get entitlements for projects in the South Bay and Peninsula. He also was responsible for over- seeing the budgeting and bidding of all projects, the construction of the projects and working with the owner and sales team to market and sell the house, townhouse and condos. Keith has built over 500 Townhouse and single family home.

Keith received his degree in Construction Management and Real Estate from the University of Denver and has been a licensed general contractor for 30 years.

Ciyavash Moazzami
Vice President of Development

Ciyavash is responsible for acquisitions, Due Diligence and Project Management for all of Dutchints Development real estate projects. Ciyavash has 15 years of experience in commercial real estate acquisition, entitlement, sales and development. Ciyavash brings experience in all facets of the business. Prior to joining Dutchints, Ciyavash has held positions at several private home building companies where he acquired and entitled over 1000 units in Northern California.

Ciyavash received a B.S. degree in Business Administration from San Francisco State University, where he also received his Master’s in Business Administration.

Amir Farhid
Director of Acquisitions

Amir is focused on land acquisition and multifamily project entitlements. With over 15 years of real estate and finance experience, Amir is well versed in all aspects of residential real estate. Prior to joining Dutchints, Amir spent a large part of his career as the Broker/Owner of real estate and mortgage companies. He also spent several years in retail lending with Wells Fargo Home Mortgage and Bank of America where he helped hundreds of clients purchase and finance their dream homes.

Amir received a B.S in Business Administration from Sonoma State University, where he also received a Master’s degree in Business Administration. Amir also holds a Juris Doctorate from the Golden Gate University.

Scott Stotler
Lead Designer

Scott is responsible for the architectural Design for Dutchints Development projects. Scott has a vast professional experience in high end custom and speculation residential homes. His track record and portfolio speaks for itself having designed and entitled well over 2,000 high end residential projects. Since 1983 he has been president and owner of the highly successful Stotler Design Group of Northern California, a premier designer of custom luxury homes and estates throughout Silicon Valley and Northern California. Scott has great experience in every aspect of development from design, entitlements and construction from start to finish. As a result he is an expert in value design and intuition of what the market wants. The most valuable asset he brings to the Dutchints team are his long established relationships with industry consultants, jurisdiction, subcontractors and vendors.

Scott’s portfolio has a wide range of clientele including several sports celebrities and executives of Fortune 400 companies. Combined with excellence of design and brand recognition his homes have grossed well over $3 Billion in sales.

J. Donald
Community Development

J.Donald oversees acquisitions, overall project design and urban mixed use projects under development. He is the founding principal with Village Partners. As a thirty year real estate industry veteran with a unique balance of skills in finance and investments combined with hands-on experience in the planning, design and management of urban residential and mixed-use real estate developments. Prior to launching Village Partners, he was Vice President of Development/Acquisitions for the Related Companies. Previous to joining Related, Don was a Vice President of Development with Legacy Partners / Lincoln Property Company (Western Region). Preceding his tenure at Legacy/Lincoln, Don was a Senior Associate with the international design firm of Sasaki Associates.

J.Donald received a B.S degree in Design from the California State Polytechnic University and a Master Degree in Real Estate Development from the Massachusetts Institute of Technology. He also holds a Certificate in Executive Management from The Claremont Graduate University: The Peter Drucker Graduate Management Center.

Erik Hayden
Development Advisor

Erik has experience in acquisition, contract negotiation, due diligence, risk assessment, financing, construction, and disposition of multifamily, single family and large mixed-use and master planned developments. His relationships with a broad network of property owners, enabling him to identify and acquire prime investments. Hayden also has expertise navigating projects through the entitlement process by working with elected officials, community groups, and political organizations to gain support and get projects approved. Erik has been responsible for developing more than $3.5 billion in real estate projects, including over 2,300 residential units in the California Bay Area.

Erik received his Bachelor’s degree in Electrical Engineering from the University of Washington.

Michael Morris
Development Advisor

Michael is responsible for the acquisition, entitlement, and development of industrial, office, retail, and mixed-use projects. Michael has over twenty-five years of commercial real estate development experience as a developer and project leader for a variety of clients, partners, and owners throughout Southern California. Michael was Vice President for LNR Property Corporation prior to establishing his development consulting services business in late 2008. During his tenure at LNR, Michael led the redevelopment of the westerly portion of the former March Air Force Base in Riverside County, transforming 1,200 acres into a premiere, mixed use, master-planned business park. During this same time, he managed the redevelopment infrastructure of 200-acre Sierra Business Park in Fontana.

Michael received a B.S degree in Civil Engineering from the University of Notre Dame. He also received a Master’s Degree in Business Administration from the University of Southern California, with an emphasis in Finance.

Roger Stevenson
Development Advisor

Roger has over 35 years of solid construction industry experience, Mr. Stevenson provides perspective and expertise that is grounded in years of experience and success. As a Certified Sustainable Building Advisor, Roger is a passionate advocate of sustainability and green construction. He has invested decades of service with Charles Pankow Builders, a leading design-build construction company where he was responsible for pre-construction services. A few of his successful project endeavors included a mixed use development at Sunset & Vine in Hollywood, CA and another development, Paseo Colorado in Pasadena, CA. He is a member of the Construction Management Association of America, US Green Build Council, Urban Land Institute, and the International Council of Shopping Centers.

Roger received a B.S degree in Civil Engineering from Purdue University. He is also a Certified Sustainable Building Advisor.
